A European labour market with national welfare systems: a proposal for a new Citizenship and Integration Directive
In this timely pamphlet, the authors argue that national governments should be able to limit EU migrants’ access to out-of-work and in-work benefits, social housing and publicly funded apprenticeships until after three years. This could be achieved by amending existing EU law, without the need for a complicated EU Treaty change. The authors also propose a new Citizenship and Integration Directive that would set out a new test for EU migrants’ integration in their host society.
